Overview:
The position is located in the Bureau of Arms Control and Nonproliferation (ACN), Office of Export Controls and Border Security (EXBS), U.S. Department of State, Washington D.C. ACN/EXBS advances U.S. national security and economic opportunity by strengthening recipient country capabilities for export controls, customs enforcement, points of entry (land, sea, air), and border security operations to identify, disrupt, and prosecute proliferation activities involving WMDs, their components, delivery systems, sensitive and emerging technologies, and advanced conventional weapons. In line with the National Security Strategy and the Administration’s America First policy, EXBS aims to protect American economic interests, prevent adversaries’ acquisition of sensitive goods and technologies, and disrupt proliferation operations across borders.
This is a Personal Services Contractor (PSC) position, located in Washington, D.C. at the U.S. Department of State. The individual will support EXBS program implementation by serving as a Program Manager responsible for developing, facilitating, and monitoring the planning, funding, and delivery of EXBS security assistance.
Job Description:
THIS IS A NON-PERMANENT POSITION. YOU DO NOT ACQUIRE COMPETITIVE OR EXCEPTED SERVICE STATUS FROM THIS POSITION.
In this role, you will serve as a key member of the Program Support Team, providing essential resource analysis and management support focusing on one or more of the following:
DUTIES and RESPONSIBILITIES
• Analyze programmatic resources related to EXBS activities worldwide
• Reconcile records captured in internal office systems with those of Department of State systems to ensure compliance with federal and Department regulations
• Monitor and track unliquidated obligations and ensure efficient use of resources
• Liaise with Program Management Team and respond to regular and urgent data requests
• Utilize data visualization resources to present resource information effectively
• Analyze complex quantitative and qualitative information to identify trends and develop actionable recommendations
• Prepare reports, summaries, and briefings for senior leadership and stakeholders
• Prepare program resource documentation and analysis to support Congressional reporting requirements
• Ensure compliance with all legal, financial, and reporting requirements related to Congressional oversight
• Help manage the office's integrated cloud-based program management system
• Streamline and standardize processes by integrating automated systems to enhance program efficiency
• Develop and maintain resource management tools and databases to support operational objectives
• Complete special projects and perform other related duties as may be assigned by ACN/EXBS
REQUIRED QUALIFICATIONS

For GS-11 Level
• Bachelor's degree from an accredited institution in business administration, accounting, finance, economics, public administration, or related field
For GS-12 Level
• Bachelor's degree from an accredited institution in business administration, accounting, finance, economics, public administration, or related field (Master's degree preferred)

Experience:
For GS-11 Level
• At least one (1) year of specialized experience equivalent to the GS-09 level in the Federal service, which includes:
• Experience analyzing program resource requirements and allocation strategies
• Experience utilizing automated management information systems and databases
• Experience preparing comprehensive analytical reports and briefing materials
For GS-12 Level
• At least one (1) year of specialized experience equivalent to the GS-11 level in the Federal service, which includes:
• Experience in advanced program planning and resource execution processes,
• Experience managing complex program portfolios
• Experience providing expert advisory services on program resource matters
Combination of Experience and Education: When an applicant has less than one year of specialized experience as described above, he or she may combine successfully completed university-level education with experience to meet the total qualification requirements. Generally, 18 semester hours are equivalent to 1 full-time year of study. The percentage of specialized work experience and the percentage of study must total at least 100%.

• Ability to draft professional-level correspondence, briefing papers, and presentations for advanced-level and senior level personnel, and other agency personnel of various ranks, public and private audiences
• Strong interpersonal skills and ability to operate effectively in a group environment and resolve issues in a constructive, collegial manner
• Ability to analyze complex information to identify trends and make recommendations
ADDITIONAL DESIRED QUALIFICATIONS
Candidates with the following qualifications will be given preference:
• Prior experience as a data analyst with working knowledge of Department of State organizational structure and familiarity with foreign assistance programs
• Project Management Professional (PMP) certification or demonstrated project management experience
• Familiarity with strategic trade control and border security domain
• Experience with cloud-based budget and project management systems
• Knowledge of Congressional reporting requirements and compliance procedures
• Ability to work independently with minimal need for close supervision.
• Active Secret security clearance
• Familiarity with U.S. nonproliferation and foreign policy objectives
• Familiarity with Department of State and/or U.S. government processes
CONDITIONS OF EMPLOYMENT:
U.S. Citizenship is required. Individual must be able to obtain and maintain a Secret security clearance. Top Secret/SCI may be required based on specific portfolio needs.
BENEFITS:
Annual and Sick Leave
The Contractor will accrue and request annual and sick leave (paid time off) in accordance with the Office of Personnel Management (OPM) regulations. For full-time employees, annual leave accrual rates start at 4 hours every biweekly pay period, while sick leave accrual is 4 hours every pay period. Those entering on duty with prior military service and/or federal service can credit their years of service for higher annual leave accrual rates.
The employee will also be paid for federal holidays that fall within their regularly scheduled tour of duty.
Health & Life Insurance Reimbursement
If eligible: The individual selected will be provided a contribution (reimbursement) of 72 percent against the Contractor’s health insurance premium costs toward either an individual or family policy, subject to an annual cap on the maximum contribution, provided that such costs may not exceed the maximum U.S. Government contribution for direct-hire personnel as announced annually by OPM. The Contractor will also be provided a contribution (reimbursement) of 50 percent against the actual costs of an individual annual life insurance policy not to exceed $500.00 per year.
The Contracting Officer will confirm the individual’s contribution is compliant with the contract requirements prior to submitting for reimbursement. Proof of health and life insurance coverage, including a receipt showing the individual’s payment for coverage, shall be submitted to the Contracting Officer before any contribution is paid.
